Fred E. Karlinsky, Esq., a Shareholder in Colodny, Fass, Talenfeld, Karlinsky, Abate & Webb, represents insurers, reinsurers, brokers, and other insurance interests throughout the United States and internationally in a wide variety of business, operational, regulatory, transactional and governmental matters.  Recognized as one of the top insurance lawyers by Chambers and Partners, a global attorney ranking organization, Mr. Karlinsky has an in-depth knowledge of insurance compliance matters.  He has established substantial relationships with insurance commissioners and their respective staff members throughout the country.

Mr. Karlinsky concentrates in the areas of insurance regulatory law and related matters, transactional law, executive and legislative governmental affairs, administrative law and corporate representation.  On a 50-state basis, he advises clients on operational issues including start-up activities, structuring and financing, vendor relationships and a complete array of regulatory and compliance issues including licensure applications, compliance, expansion, solvency, rate and form filings and financial and market conduct examinations.

Mr. Karlinsky joined the Firm in 1993, prior to which he held positions with the Florida House of Representatives, Florida Department of Community Affairs and as a law clerk to a trial judge in the 11th Judicial Circuit in Miami-Dade County, Florida.

In 1996, he joined the Florida Residential Property and Casualty Joint Underwriting Association, where he attained the position of Chief Legal Officer and Assistant Executive Director. In that capacity, he performed executive and legal functions, participated in all major decisions and activities regarding the Association and worked closely with Florida Department of Insurance senior officials, as well as key industry and legislative leaders. Mr. Karlinsky returned to the Firm in 1999 and became a shareholder in 2001, whereupon the name of the Firm was changed to Colodny, Fass, Talenfeld, Karlinsky & Abate.

Prominent in his role as the Florida counsel and national counsel for the Property and Casualty Insurers Association of America, lead lobbyist and General Counsel to the Florida Property and Casualty Association, and General Counsel of Regulatory Affairs to the Florida Surplus Lines Service Office, Mr. Karlinsky has been a primary strategist in all types of Florida insurance-related legislative initiatives, including homeowners, automobile, workers’ compensation, medical malpractice and other lines of property and casualty, and life and health.

Mr. Karlinsky is a member of the Florida Bar and admitted to practice in all Florida trial and appellate courts, the United States Court of Appeals for the 11th Circuit, United States District Court for the Southern, Middle and Northern Districts of Florida, United States Supreme Court, United States Court of Federal Claims and the United States Tax Court.   He also is a Certified Mediator and a Guardian Ad Litem.  From 1999 to 2004, he served as a member of the Florida Bar Judicial Evaluation Committee.  Since 1998, Mr. Karlinsky has been certified as a Florida Office of Insurance Regulation Certified Continuing Education Instructor and as a Florida Division of Insurance Agent and Agency Services Continuing Education Instructor for Generic Life, Health & Variable; Generic Life and General Lines; Generic Life, General Lines and Title.  Mr. Karlinsky was admitted to the Roll of Solicitors of the Senior Courts of England and Wales in 2011.

In 2011, Mr. Karlinsky was appointed to the Seventeenth Circuit Judicial Nominating Commission by Florida Governor Rick Scott, and was unanimously elected Chair of the Commission for 2013-2014.  He was previously elected Vice Chair of the Commission for 2012-2013.

Mr. Karlinsky is active in state and national politics, currently serving on the National Republican Congressional Committee, and having recently served on the National Finance Committee of the Republican National Committee.  He was Vice Chair of the Florida Finance Committee, and a member of the National Finance Committee for Mitt Romney for President 2012, Lawyers For Romney and the Romney for President Election Day Task Force.  Mr. Karlinsky was also a member of the Jewish Americans for Romney Leadership Team.  In addition, he attended the 2012 Republican National Convention.  Mr. Karlinsky has twice joined Governor Scott on trade missions – to London in July 2012, and to Israel in December 2011. In London, he joined Governor Scott and Florida Insurance Commissioner Kevin McCarty on a panel with officials from Lloyd's of London to discuss the Florida insurance market.  Mr. Karlinsky served on the 2011 Republican National Committee Finance Transition Team, Governor Rick Scott’s 2011 Inaugural Host Committee and Attorney General Pam Bondi's 2011 Inaugural Committee.  In 2008, Mr. Karlinsky served as a delegate to the Republican National Convention in St. Paul, Minnesota.  In addition, Mr. Karlinsky was Florida Co-Finance Chairman for the 2008 McCain-Palin Presidential campaign, Co-Finance Chairman of Chief Financial Officer Jeff Atwater's 2010 campaign and Broward Regional Finance Co-Chair of Pam Bondi’s 2010 campaign for Florida Attorney General. His political affiliations include the Republican Jewish Coalition, for which he serves on the Board of Directors and as Co-Chair of the Young Leadership Council.  Additional leadership roles have included Co-Chairmanship of Team 100, the Republican National Committee major donor program, and service as the Regional Finance Chairman and Jewish Outreach Coalition Chairman for the Republican Party of Florida.

His professional memberships include the American Bar Association, Broward County Bar Association, Miami-Dade County Bar Association, Tallahassee Bar Association, AmComp, the American Corporate Counsel Association, the Florida Association of Professional Lobbyists, the Florida Academy of Professional Mediators and the Federation of Regulatory Counsel.  Mr. Karlinsky is a member of the American Bar Association Business Law Section (Corporate Governance Committee and State Regulation of Securities Committee), Government and Public Sector Lawyers Division, Section of Litigation (Insurance Coverage Litigation Committee, Intellectual Property Litigation Committee), Section of State and Local Government Law, and the Tort Trial and Insurance Practice Section (Corporate Counsel Committee, Excess Surplus Lines and Reinsurance Committee, Insurance Regulation Committee, Property Insurance Law Committee).

Mr. Karlinsky is currently a Fellow of the American Bar Foundation, an honor limited to one-third of one percent of attorneys in America.  In addition, he is a Business Services Member and serves on the Governmental Affairs Committee and Emerging Risks & Issues Committee of the American Association of Managing General Agents. He is a member of the national Association of Insurance Compliance Professionals, the St. Johns University Center for the Study of Insurance Regulation Board of Advisors, the Florida Association of Self-Insurers, the Gerson Lehrman Group Council, the International Association of Insurance Receivers, the National Association of Professional Surplus Lines Offices, the Society of Financial Examiners, and the Industry Education Council of the National Conference of Insurance Legislators.  Mr. Karlinsky is a Sustaining Member of the Insurance Regulatory Examiners Society, and was appointed to the IRES Foundation Board of Directors in April 2012.  In 2014, Mr. Karlinsky joined the Securities and Insurance Licensing Association (SILA) Foundation Board of Directors as Trustee of Regulatory and Organizational Relations.

He has served as host and panel moderator at the annual State of the Florida Insurance Market Summit, which is attended by nearly 750 insurance industry executives and regulators.  Mr. Karlinsky speaks on insurance legislative and regulatory matters at national, international and corporate insurance conferences, and frequently authors insurance-related articles for national publications, including the Federation of Regulatory Council Journal and the American Bar Association Tort Trial and Insurance Practice Law Journal.  He attends all meetings of the National Association of Insurance Commissioners, National Conference of Insurance Legislators and Southeastern Regulators Association throughout the year. 

Rated "AV" by Martindale-Hubbell, Mr. Karlinsky has been named over the course of multiple years to Florida Trend Magazine's Legal Elite, the Top Lawyers Section of South Florida Legal Guide, most recently in 2014, and as a Florida Super Lawyer, most recently in 2014.  In 2008 and 2012, Mr. Karlinsky was an honoree in Business Leader magazine's annual Movers and Shakers Awards, which recognizes South Florida business executives and leaders.  Mr. Karlinsky was an honoree in the law category of South Florida Business Journal’s 2010 Key Partners Awards.  Mr. Karlinsky, along with other members of the Firm, was named among the top Florida insurance lawyers in Chambers USA 2011, 2012 and 2013.  Mr. Karlinsky was honored in February 2012 as one of Business Leader magazine's Top 50 South Florida Entrepreneurs.

In June 2008, Mr. Karlinsky was appointed to a position he continues to hold today as an Adjunct Professor of Law by the Florida State University College of Law, where he taught a course he helped to create, "Insurance Law & Economics: Theory & Applications." 

Mr. Karlinsky taught a weeklong "Law and Risk Management" seminar through the FSU College of Law and the College of Business Department of Risk Management and Insurance in Spring 2014.  Mr. Karlinsky also taught this course in Spring 2013.

He received his Bachelor of Science from the University of Miami and his Juris Doctorate from the Florida State University College of Law, where he and his wife, Autumn, endowed the Karlinsky Family Scholarship. Mr. Karlinsky is also a member of the Florida State University College of Law Board of Visitors.  In 2011, Mr. Karlinsky was appointed to the Florida State University Foundation Board of Trustees.  He became a member of the Florida Catastrophic Storm Risk Management Center Advisory Council, which is housed in FSU's College of Business, in 2013.
